Attention SilverLakes Residents:
There have been multiple complaints from neighbors nearly being struck by golf carts utilized in our community. Please note that our documents prohibit golf cart use in our community and state law also imposes restrictions that may result in citations or escalated legal consequences. SilverLakes Deed Restrictions: Article 3, section 2, (c) II, Vehicular restrictions: ... No mopeds or golf carts may be operated on the general common areas or exclusive common areas. Article 3, section 2, (cc) Golf Carts: No golf carts shall be operated within the properties. Florida State Statute 316.212 Operation of golf carts on certain roadways.—The operation of a golf cart upon the public roads or streets of this state is prohibited. |
Dear SilverLakes Neighbors,
As President of the SilverLakes Board of Directors, I am reaching out to you regarding several important issues that are impacting the community. This letter specifically addresses the status of pending violations, the violations process, and inadequate response from Pines Property Management in addressing owners’ inquiries. These issues are of the utmost concern to the Board of Directors, and we intend to fully investigate and remedy them.
At our most recent Board meeting, many residents voiced concerns about what they felt was a heavy hand in issuing covenant violations. Residents also shared that they were unable to reach their property manager and did not receive a return call from Pines Property Management. While we live in a deed restricted community where there are Rules and Regulations that we must all follow, the restrictions and enforcement must be reasonable and for the betterment of the community. Given the concerns of residents, it is imperative that we review the status of all violations and how Pines Property Management has been handling them. It is of paramount importance to the Board that Pines Property Management effectively communicate and work with homeowners to resolve violations. The Board will therefore conduct a thorough investigation into Pines Property Management’s implementation of the violations processes and communication with residents.
The Board has instructed Pines Property Management to compile violations statistics that cover the past few years. At minimum, the statistics should address the following: (1) the number of violations issued per month, (2) identification of the top five (5) categories of violations, and (3) the ultimate resolution of the violations. The Board has not instructed Pines Property Management to increase the number of monthly issued violations or otherwise. In fact, the Board makes every effort to note which potential violations are being timely and effectively cured to avoid the formal violations process. We expect Pines Property Management to follow the Board’s example.
Pending compilation of the violations statistics, the Board has instructed Pines Property Management to place all violation files on hold, which will remain in effect until completion of the investigation. The May 2023 Fining Committee Meeting is also postponed, and all Final Fine Letters are on hold. During this time, the Board has advised Pines Property Management to redirect available resources to customer service efforts, such as meeting with homeowners, returning calls, and answering emails, to resolve each of the pending issues.
As part of the customer service initiative, the Board has required Pines Property Management to schedule a Townhall where property managers and customer service agents will be available and ready to answer your specific questions. The Board and our Architectural Modifications Committee Chairperson will also be present to help you with any questions specific to architectural modifications. Because the Townhall will occur at a noticed Board Meeting, we will even be able to approve completed Architectural Modification Applications at the meeting!
We realize that homeowners have been struggling with obtaining prompt reviews and responses to their Architectural Modification requests. Accordingly, the Board has been steadily improving this process for some months now, attacking the procedures on different fronts. First, please note that our Architectural Modifications Committee consists of residents who volunteer their time. We therefore ask for the understanding of all residents and thank those who sacrifice their personal time to better our community. Second, last year alone, almost 4,000 Architectural Modification requests were submitted, and the overall number has increased significantly since 2021. This is why we have been seeking more efficient processes to review the requests.
Architectural Committee members have undertaken the task of personally assisting homeowners with the more complicated Architectural Modification requests (e.g., fence and driveway modifications) that are often denied because of missing information or not meeting the Architectural Control Guidelines. The Architectural Modifications Committee Chairperson and Board members personally meet with residents to discuss what is needed to get the Architectural Modification request approved. Additionally, the Board created a Preliminary Architectural Control Guidelines Committee to review and suggest updates to the Architectural Control Guidelines, so that the Guidelines reflect the trend of what homeowners have been requesting. For example, due to an increase in Electric Vehicle purchases, we have seen a corresponding increase in requests from homeowners to install charging stations on their properties. As you can imagine, charging stations were not discussed in the Architectural Control Guidelines because the widespread availability of Electronic Vehicles is a very recent development. The Preliminary Architectural Control Guidelines Committee was also tasked with reviewing Architectural Modifications that homeowners have requested, but for which there is no guidance in the Architectural Control Guidelines (for example, steppingstones and potted plants). The Preliminary Architectural Control Guidelines Committee drafted the necessary guidance to allow swift approval of such requests. Some Architectural Modification requests are also now permitted without prior written approval if the homeowner follows the Guidelines (for example, security camera installations). These adjustments are just the first steps in modernizing our Architectural Control Guidelines. Also pending is a review process with the SilverLakes Voting Members (i.e., the Sub-Association Presidents) to compile feedback and comments. Once the feedback is converted into proposed revisions to the Architectural Control Guidelines, the SilverLakes Board will vote on the revisions. All approved revisions will be published to the community via mailings to each homeowner. Taking the place of the Preliminary Committee, the Board will establish a formal Architectural Control Guidelines Committee to address potential changes to the Guidelines that require additional research. The over-arching role of the Architectural Control Guidelines Committee will be to present suggested revisions to the Architectural Control Guidelines to the SilverLakes Voting Members and SilverLakes Board on an annual basis to keep the community up to date with new and upcoming design ideas.
Over the next few weeks, the Board will review the violation statistics from Pines Property Management, including a review of individual violations by category, to determine their long-term validity. Individual homeowners will receive notifications from Pines Property Management as to the status of any pending violation and next steps that need to be addressed. Again, it is the Board’s hope to work collaboratively with residents to resolve any pending or potential violations.

On the morning of February 9th of this year, Officer Charles Herring tragically passed away on NW 184th Ave. This was the first Pembroke Pines Police Officer lost while on duty.
The SilverLakes Board of Directors unanimously motioned to honor Officer Herring in SilverLakes. Details of this dedication will be announced soon. SilverLakes is grateful for Officer Herring's service to our community. |

This service is very important to our community's safety and security, however, it is important to understand the service's capabilities and responsibilities. To that end, SilverLakes and FPI Security Services have prepared the attached responsibilities and important notes.
Please take a moment to review the attached document, and to note the contact number for your security detail officer.
Remember that security service is an aid to assist and deter. Security surveillance cannot prevent everything, nor are they the police department. It is incumbent on each resident and property owner to take steps to secure and protect their property, belongings, and residents.
If you see a crime being committed, please contact 911 first and report, before calling the FPI guard on duty. They are not an armed security force

2021 SilverLakes Association Accomplishments
SilverLakes turned 30 years old in 2021! In celebration, events were held throughout the year to commemorate the Legacy of SilverLakes and also to maintain the Community Spirit that has made SilverLakes such a thriving and family-oriented Community.
Additionally, a section of the Community Park was dedicated to remembering the Nature Preserve legacy of SilverLakes.
A new and improved user-friendly SilverLakes Website was launched! There is a plethora of information for SilverLakes residents, such as an explanation of how SilverLakes is set up, Board of Directors information and meeting schedule, SilverLakes amenity maps, legacy information, contact information, modification information, pet information, contest and event info, a search engine for easy access and much more!
An updated Payment Portal with an instructional tutorial was set up for SilverLakes Residents, via the Pines Property Management website.
The SilverLakes Community Pool at the SilverLakes Community Park underwent repairs, a new, higher fence was installed for added security and a new app called “Open Path” was launched to ensure only SilverLakes Residents have access to the SilverLakes Community Pool.
The SilverLakes Fiber & Internet Service contract was awarded to Blue Stream Fiber. It will bring individual Fiber Optic service to every SilverLakes home, starting Jan 1, 2024. Some of the highlights of this new contract:
- No Cost Increase through 2025
- Performance Accountability & Monetary Penalties to the Vendor for Non-Performance
- Individually Customized Whole Home WiFi Service, with guaranteed 4K download capability
in every room of the home.
- Exclusive Retail Center for SilverLakes Residents, which will be located nearby in one of the
SilverLakes Commercial Parcels.
SilverLakes Common Trees Health Assessment was awarded to Earth Advisors, providing independent oversight of SilverLakes contractors performing vital work for the health of trees in our community.
All year round, there were virtual and in-person events, as well as contests and fundraising initiatives that benefitted Joe DiMaggio Children’s Hospital, the Salvation Army, Pooches in Pines, Feeding South Florida and Healthcare Staff at Memorial West & Miramar.
Lastly, Weekley’s SilverLakes Repaving Contract met its Completion Date on 12/31/21
